La lettre ci-jointe constitue une mise en garde officielle adress\u00e9e aux ambassades \u00e9trang\u00e8res ainsi qu\u2019aux entreprises multinationales actives dans le secteur p\u00e9trolier et minier en Alg\u00e9rie. Elle rappelle que la nouvelle loi mini\u00e8re, r\u00e9cemment adopt\u00e9e par un parlement d\u00e9pourvu de l\u00e9gitimit\u00e9 populaire, engage notre pays contre la volont\u00e9 souveraine du peuple et au d\u00e9triment de nos ressources strat\u00e9giques, de notre environnement et de l\u2019avenir de nos g\u00e9n\u00e9rations futures.<\/p>\n\n\n\n
Nous appelons donc l\u2019ensemble des citoyennes et citoyens alg\u00e9riens, en Alg\u00e9rie comme \u00e0 l\u2019\u00e9tranger, \u00e0 s\u2019approprier cette d\u00e9marche et \u00e0 adresser massivement cette lettre<\/strong> aux ambassades concern\u00e9es et aux si\u00e8ges des entreprises p\u00e9troli\u00e8res et mini\u00e8res impliqu\u00e9es ou int\u00e9ress\u00e9es. Les adresses postales et \u00e9lectroniques de ces institutions seront jointes pour faciliter cette action collective.<\/p>\n\n\n\n Par cette mobilisation pacifique et organis\u00e9e, nous affirmons devant la communaut\u00e9 internationale que le peuple alg\u00e9rien ne reconna\u00eet pas la l\u00e9gitimit\u00e9 de cette loi ni des contrats qui en d\u00e9couleront, et qu\u2019il reste le seul d\u00e9tenteur de la souverainet\u00e9 sur ses richesses naturelles.<\/p>\n\n\n\n <\/p>\n\n\n\n Lettre aux ambassadeurs et dirigeants d’entreprises :<\/p>\n\n\n\n Subject: Official Warning Regarding Mining Agreements Concluded Under the New Law Adopted in Algeria<\/strong><\/strong><\/p>\n\n\n\n To the attention of: Excellencies, Ladies and Gentlemen,<\/strong><\/p>\n\n\n\n We have the honor to address this communication to you concerning the new mining law recently adopted by the Algerian parliament.<\/p>\n\n\n\n This adoption raises a fundamental question of legitimacy: this parliament, born of an electoral process marked by massive abstention and profound popular rejection, does not genuinely represent the sovereign will of the Algerian people. Consequently, the strategic decisions it takes\u2014particularly regarding the exploitation of natural resources\u2014cannot bind the nation in a lasting and irreversible manner.<\/p>\n\n\n\n Beyond this legitimacy deficit, the law itself suffers from serious shortcomings. It paves the way for excessive liberalization of the mining sector, without sufficient safeguards in terms of transparency, public oversight, social accountability, and environmental protection. It also fails to guarantee the consultation of local populations and to safeguard Algeria\u2019s long-term strategic interests.<\/p>\n\n\n\n Even more seriously, this legal framework provides no solid protection against environmental risks associated with certain forms of exploitation. The prospect of unconventional activities, such as shale gas extraction, poses grave threats to fragile ecosystems and to the Albian aquifer. This transboundary aquifer, recognized as a global strategic reserve, is a vital resource for the future of millions of people in the Maghreb and the Sahel. Its contamination would represent an irreversible ecological and human disaster.<\/p>\n\n\n\n In this context, we solemnly recall that all agreements, concessions, and licenses granted under this law will be deemed inconsistent with the sovereign will of the Algerian people and will, in due course, be subject to systematic review. They may be renegotiated, suspended, or annulled once democratic legitimacy has been restored.<\/p>\n\n\n\n This principle is rooted in international law regarding the permanent sovereignty of peoples over their natural resources, as well as in universal standards of good governance, transparency, and environmental responsibility.<\/p>\n\n\n\n We therefore call on partner governments, diplomatic missions, and economic actors to exercise prudence and responsibility. Sustainable economic relations can only thrive on the basis of recognized legality and genuine popular consent.
